The Certified Payroll Specialist is responsible for ensuring that payroll for employees on government or union projects meets all federal, state, and local wage laws, including Davis Bacon Act and prevailing wage requirements. This role will track, prepare, and submit certified payroll reports, ensuring compliance with all regulations for public works contracts.


Key Responsibilities:
  • Prepare and process certified payroll reports in compliance with federal, state, and local laws (e.g., Davis-Bacon Act, prevailing wage laws).
  • Submit weekly certified payroll reports to government agencies, unions, or contractors.
  • Reporting to client weekly via standardized forms.
  • Track employee hours, wages, and deductions to ensure accurate compensation for workers on public works projects.
  • Ensure that all payroll practices adhere to applicable labor laws, including wage rates, classifications, overtime, fringe benefits, and other requirements for government and union projects.
  • Maintain knowledge of changing labor laws and government regulations affecting certified payroll and IRA
  • Assist with audits of payroll records to ensure compliance with government requirements and resolve any discrepancies.
  • Maintain accurate payroll records and files, including pay rates, hours worked, and benefits, for each employee.
  • Assist in preparing reports for compliance audits and responding to queries from government agencies or other stakeholders.
  • Coordinate with HR and accounting departments to ensure proper classification and pay for all workers.
  • Work closely with project managers to ensure accurate tracking of hours worked on specific projects and that certified payroll reporting is completed on time.
  • Keep accurate and organized records of all payroll reports, contracts, certifications, and other documentation required by government agencies.
  • Ensure records are available for inspection by regulatory bodies as needed.

Skills & Qualifications:
  • High school diploma or equivalent required; associate or bachelor’s degree in accounting, business, or related field preferred.
  • Previous experience in payroll processing, construction accounting, or compliance is preferred.
  • Experience with certified payroll reports (Davis-Bacon, prevailing wage) is highly desirable.
  • Proficiency with payroll software, Microsoft Excel, and other related applications.
  • Familiarity with government reporting requirements and regulations.
  • Strong attention to detail and accuracy in payroll processing and reporting.
  • Excellent written and verbal communication skills to interact with project managers, employees, contractors, and government agencies.
  • Strong understanding of federal, state, and local labor laws, particularly as they pertain to certified payroll requirements.
